Shins have to be 90 degrees and body comes before recovery

Both are wrong. As a rower, you need to swing from the hips. The power comes from the hips. Then you swing back
you need to get a bit more rock in the hips, both on the recovery and at the finish, and start rocking sooner. you also need to be getting more compression of your legs (your shins should be vertical at the catch) and you need to be lifting your heels.
Your heels lifting does not actually matter. It doesn’t affect your stroke at all.

The first is also bad. You need to follow legs, body, arms, then reverse it. You should have arms and body over and THEN bend your knees. Look up videos from Concept2
Your knees shouldn’t be part of rows and you can absolutely lean back into rows for the squeeze

You need back glute and calv stretching also strengthening your tibialis. you´re reach is to low, thats why even in the correct form your heel comes up.

You back needs to be a bit more leant forwards ( but still straight )and the shins need to be vertical at the catch
You do need a pivot in your hips right after your arms go in and out it's arms, pivot, legs
If you put some welly into it it would show better for
it is not bad to round your back a bit at the catch. You need to use back extension in the stroke to have more power and in general it is not bad to let your heels lift if it isn’t exaggerated, that is why the stretchers are designed to accommodate it.
