Weigh just before fight isn’t the worst idea. If a fighter wants to turn up dehydrated let them. I’m sure it they come up against an opponent that should be that weight not dehydrated they will lose and won’t do it again. That or also have a hydration test along side the weigh in.
If you do all of this in a regular basic, you won’t gain much muscle but you will be fit
